The Environmental Protection Commission of Hillsborough County (EPC) and the Pinellas County Department of Environmental Management (PCDEM) have collaborated to form the Clean Air Partnership (CAP) program to address the vehicular contribution to air pollution levels in Hillsborough and Pinellas Counties.
