What is CAP?

The Environmental Protection Commission of Hillsborough County (EPC) and the Pinellas County Department of Environmental Management (PCDEM), have joined to form the Clean Air Partnership (CAP) program. Continued regional growth is a major challenge to our ability to maintain federal air quality standards. The CAP goals are reducing the number of work-related, single-occupancy vehicle trips and encouraging the use of clean fuels.  The EPC and PCDEM facilitate a link between employers and providers of both commute options and Green Fleet options for clean-fuel vehicle conversions. Employers receive recognition for their efforts in implementing these programs through CAP’s public relations campaign.

Employers who establish commute options programs in their workplace will be assisted by Bay Area Commuter Services or by your local Transportation Management Organization such as the Westshore Alliance, the Tampa Downtown Partnership, or the New North Transportation Alliance. The Green Fleet options program will be facilitated by the EPC and PCDEM staff.

Employer Benefits

*      Public Recognition.  Employers who join CAP will be recognized through participation in one or more of the following options: the Commute Options program and the Green Fleet Options program.

*      Reduce traffic, air pollution and energy demand. Employers participating in the CAP program are making a substantial contribution to reducing traffic, energy demands and air pollution in the Tampa Bay area.

*      Alternative/Clean-Fuels. Alternative/clean-fueled vehicles reduce air pollution from tailpipe emissions. Alternative fuels are generally cheaper than conventional gasoline and reduce our dependence on imported fuels.

*       Save money. Employers can save money in several ways. These ways include parking expenses, facility costs, income taxes and payroll taxes. Employees may also enjoy financial savings on parking, commuting and taxes.

*       Improve employee recruiting and retention. Commuter benefits help employers stay competitive by attracting and retaining the best talent.

*       Increase employee job satisfaction. Employees arrive at work on time, relaxed and ready to work. They are also less likely to lose work time due to traffic accidents.

The Clean Air Partnership is made possible by a grant from the Hillsborough MPO through the FDOT.
